The Former President's Progressive Warning Overlooks The Continent's Real Threat: Technological Stagnation.

Donald Trump's national security strategy presents a misguided view of Europe. The document asserts that open-border policies and what it terms "progressive" policies pose an grave threat to European civilization. Yet, this perspective is based on a fundamental misreading of the situation. The actual challenge facing the EU is not cultural but technological and economic lag.

A Glaring Economic Gap Separating Europe and the US

The data reveal a stark contrast. Between 2008 and 2023, American economic output surged by eighty-seven percent, compared to a mere thirteen and a half percent increase for the European Union. During this time, EU GDP per capita dropped from over three-quarters to just 50% of the US level. Strikingly, even Mississippi now has a greater average income than several leading European economies like Italy and France.

Today, about half of the world’s top fifty tech companies are US-based, while only four are European.

The Technological Shortfall: A Critical Question

The growing disparity is driven by superior productivity growth in the United States, fueled by breakthroughs and higher total factor productivity. The scene of global tech leadership is decidedly US-centric. Over the past five decades, 241 US firms have scaled into companies valued at over ten billion dollars, versus only fourteen in Europe.

This gap prompts a pressing issue: As the competition for future industries like AI, semiconductors, and quantum computing, what is Europe positioned? Most analysts concede it is largely a two-horse race between the US and China, with Europe starting at a significant handicap.

Underlying Factors of Europe's Innovation Gap

Several key reasons explain this technological divide.

  • Financing Ecosystem: The US boasts a far deeper and agile system for financing new ventures. Europe still lacks a true unified investment market, which limits the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hinder European business. A American entrepreneur can launch a service under a single regulatory framework to access a market of over 330 million. The EU, despite a larger population, is split among twenty-seven different national regimes, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In some EU nations, a startup's collapse was historically met with stigma, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in defense has weakened its capacity for breakthrough innovation.

The Road Ahead: Grounds for Cautious Optimism

In spite of these challenges, one can find reasons for hope. European leaders are growing more conscious of the severe threat and have begun to propose substantial change. Notable reports on European competitiveness and the single market highlight the necessity of sweeping changes.

Given appropriate policies and regulatory reforms, Europe's strengths could support far greater levels of business-led breakthroughs.

The continent retains significant advantages: high-quality workforce, excellent education systems, and world-class research institutions. Alongside a large internal market and substantial household savings, these elements have the potential to trigger a surge of venture creation.

Crucially, even if the EU does not take the lead in developing next-generation technologies, it can still dramatically boost productivity by adopting and adapting advancements from other regions.

An Inflection Point

The European Union now stands at a critical moment. As the saying goes, economic erosion often happens "gradually and then suddenly". So far, the continent's technological decline has been steady. But, if it fails to take bold steps to address its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible loss of global economic relevance.
