The Demise of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new 28-article proposal for ending the war appeared – briefly – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: an extensive attack of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of opposing developments captured the harsh reality of the outgoing year. By day, political struggles are fought: positive announcements are released from various governments. Considerable effort is allocated on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the primary tool for achieving "peace".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is capable of detecting missile launches from across the border, a ability enabled by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: several firings fired to intercept a hostile projectile. This was a advanced protection mechanism at work, most likely provided by partner states. Every launch jolts you unexpectedly, rattling buildings. The brief panic quickly transforms into sober acceptance: maybe the incoming missile won't cause damage this time, protecting urban areas from devastation and additional electricity failures.

Persistent Threats

Not long after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Regrettably, the bullets missed the enemy aircraft – it continued its flight toward its objective.

With pauses, this persisted until dawn. Kyiv awoke to the early updates: multiple fatalities, destruction and utility failures in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those full day illustrated Ukraine's critical military reliance on international aid – a dependence that European nations are demonstrably unable to substitute in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from Washington generated strong feelings, controversy and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, persist.

Tactical Assessments

It is convenient to criticize particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership operates on a assumption well known to seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is unfeasible to compel Moscow to surrender the areas that it currently occupies in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, US leadership does minimal to deter Moscow, through diplomacy or military means, from thinking that the current condition will not change more in its favour in the near future.

Opposing Positions

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing lives and land but avoiding a entire defensive failure until situations evolve in its benefit.

Current Realities

Realistically, there are no genuine requirements for a truce. Now, personal considerations are coming into play: political desires to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their priority does not shift toward internal issues. And although their mission will now be much harder after current events, it remains quite doubtful that this will change their overall approach.

These two forces are influencing discussions.

Assessment and Future

It took a just a single week to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.

While new proposals based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and reflect certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, primarily depend on sustained allied backing.
